highlands logoHIGHLANDS, NJ – The Council of the Borough of Highlands is pleased to announce the signing of a new lease Agreement between the Borough of Highlands and the Baymen’s Protective Association for the James T. White Clam Depuration Plant located at 76 Fifth Street. The Mayor and Council properly adopted an Ordinance at their Council Meeting on December 21, 2016 authorizing execution of the Lease Agreement.

The Baymen and the Borough have worked diligently over this past year to achieve a mutually beneficial agreement. A special thank you to Council Member Card, whose continued attentiveness helped make this agreement a reality.

The terms of the Lease include a fixed rent with adjustments, along with various incentives provided to the Baymen by way of rent credits and offsets for improvements at the plant. These improvements include a new counting procedure which will allow the Baymen to count landed catch at arrival into the plant as well as incentives for achieving expansion in the capacity of the plant. The Lease Agreement also allows for enhanced reporting to the Borough, wherein the Baymen will report the number of clams harvested and reported to the State, the number of Baymen harvesting each quarter and total payments from J.T. White to the Baymen on a quarterly basis.

The Borough looks forward to working with the Baymen in promoting the health and welfare of the community through the depuration of clams and in achieving the goals set forth by the new Lease Agreement.
