Middletown’s proposed budget reflects a steadfast commitment to reduce costs without sacrificing core essential government services,” said Mayor Gerard P. Scharfenberger, Ph.D. “We consistently seek ways to further minimize costs, maximize revenues and simply do more with less.”
While tax rate remains the same, the financial impact of the levy will amount to an impact of $2.67 per month for the average homeowner.
Factors contributing to the proposed change in the tax levy include a decrease in revenues, snow removal and increased insurance costs.
- Township revenues, which include parking permits and court fees decreased by $998,067 or 7% compared to 2015.
- Snow removal costs for 2016 are $818,919 to date.
- Insurance costs, primarily health insurance, have increased by $453,000 or 4.62 %.
- The Township experiences savings through shared service agreements with other municipalities and the Middletown Board of Education. A recent addition is a shared service agreement with Fair Haven for tax collection. Also anticipated in the budget is the commencement of a shared service agreement with Monmouth County for dispatch services.
- Overall utility costs are down $238,000 or 9.5 percent. Savings in utility bills continue to be realized as a result of an energy audit, upgrades to lighting and HVAC systems and purchasing natural gas and electric in aggregate as part of a cooperative of government agencies. The energy audit and upgrades were fully funded with grant monies.
- The 2016 proposed municipal budget is well below the state-mandated levy cap and remains in full conformance with the state levy cap law.
- The Township budget makes up only approximately 21% of the average property tax bill, the remaining portion relates to the school and county tax levies.
- On average, Middletown Township levy increases have been amongst the lowest in Monmouth County throughout the last decade.
