HIGHLANDS, NJ - The Highlands Zoning Board of Adjustment on Thursday approved the site plan on the application of Quick Chek Corporation to build a convenience store and service station. The new Quick Check will be constructed at the intersection of State Highway 36 and Ocean Boulevard, over two lots which are currently occupied by the Dawg House restaurant and Stewart's Drive-In. The current Quick Check store in the strip mall on the same block will be closed and car wash next door is not affected by the application, according to Board attorney, Gregory Baxter.
On Feb 3, 2011, the Zoning Board approved a use variance to permit a convenience store/gas station to operate on the joined properties. The property on which the Dawg House is located was once owned by the Exxon Corporation. There is some deep water contamination on the property that Exxon is responsible to remediate. There is apparently no soil contamination as a result of the operations of a service station that once operated there.
The owner of the Stewart’s property previously sold permanent easement rights to Verizon for the construction of a cell tower that was earlier approved. That easement right was sold to MetroPCS who still plans to build the tower on a portion of the Stewart’s Property.
On June 2, 2011, the Zoning Board approved the site plan for the Quick Chek development and granted variances for set-backs, signage, and bulk variances.
The number of ways traffic moves on and off of the properties will be reduced. The company will have to get permits from the State Department of Transportation before land development can begin.
With the new development plan, impervious coverage – the amount of land covered by building and asphalt driveways, etc. - is decreased to 72.8 percent from its current 90 percent coverage.
The resolution to approve the application will be memorialized at the next board meeting, July 7, 2011.
