LONG BRANCH, NJ - Monmouth County residents struggling to pay for costs associated with long-term care now have a new place to turn for help.
Family & Children's Service (FCS), Monmouth County's oldest nonprofit social service agency, recently launched a new program to help Medicaid eligible individuals obtain the long-term care benefits they need. The FCS Medicaid Application Assistance Program, or MAAP, is a fee-for-service program that assists clients with the complicated Medicaid application by completing the process for them, from start to finish.
"So many people fall through the cracks because they get overwhelmed by the process," says FCS MAAP coordinator Phyllis Noviello who has been working with seniors for more than 20 years. "We want to alleviate some of that stress so that our clients can get the help they need."
Medicaid is the leading safety net for Americans who need long-term care that they cannot afford privately. Like Medicare, Medicaid acts as health insurance, but unlike Medicare, it offers additional benefits. In New Jersey, for example, Medicaid can be used to pay for expenses related to in-home care, nursing home care and care in assisted living communities; expenses not covered by traditional Medicare. To be eligible for Medicaid, a person needs to be both financially qualified and have a medical need for care. Eligibility requirements differ from state to state.
"Many people who are eligible for Medicaid fall through the cracks because they get overwhelmed by the process," says FCS MAAP Coordinator Phyllis Noviello. Noviello, a social worker who has been working with seniors for more than 20 years, says it can take months to collect and submit all the required documentation to Medicaid. "We want to alleviate some of the stress for our clients so that they can get the help they need."
Currently MAAP is a fee-for-service program, with rates that are competitive. After an initial consultation with the client, the MAAP Coordinator will: Start the Medicaid application process; obtain all necessary documentation, including birth certificates, marriage licenses, property deeds, life insurance policies and bank statements; Liaise with medical, government and financial institutions on behalf of the client and follow through with the application until final determination
FCS CEO Delly Beekman says the new service is a natural fit for the agency which already has several programs designed to assist vulnerable seniors, from Adult Protective Services to Home Care Services.
"As the population ages, we are continually seeking ways to address the changing needs of our community." Beekman says, "We know that long-term care is prohibitively expensive and many families deplete most or all of their life savings in order to pay for it. By offering this program, we hope to facilitate access to important resources so that our clients can afford to live better, with dignity and respect."
