Increases efficiency of property tax administration procedures 

FREEHOLD, NJ – A Monmouth County shared service program has been recognized by the Harvard Kennedy School’s Ash Center for Democratic Governance and Innovation for the County's pioneering work to increase the efficiency of its property tax administration procedures.

The Real Property Assessment Demonstration Program, a pilot program of the Monmouth

County Tax Board, is advancing the County’s tax process by having local tax assessors complete property reassessments on individual properties every five years.

“This program will save taxpayers money by putting more responsibility on local personnel and eliminate contracts with appraisal firms to perform the revaluations,” said Freeholder Gary J. Rich, liaison to the County Tax Board. “As always, our County leaders are leading the state with innovative concepts that increase services and efficiency while cutting costs to our taxpayers.”

The goal of the Real Property Assessment Demonstration Program is to use the more frequent assessments to better reflect evaluation in the market, thereby avoiding spikes in property assessments that increase the likelihood of costly tax appeals. Local government personnel will perform the revaluations such that using costly private service providers can be reduced or eliminated.

“The Real Property Assessment Demonstration Program is another example of Monmouth County's continued dedication to excellence, innovation and leadership in the field of shared services,” said Freeholder Director Thomas A. Arnone. “Our shared services initiatives help Monmouth County and its municipalities maintain service levels while simultaneously reducing the cost to Monmouth County residents.”

Monmouth County has developed one of the most active and innovative shared services programs in the nation, with more than 300 shared services agreements with towns and school boards that have resulted in millions of dollars in savings at the local level.
