NY/NJ Baykeeper applauds Gov. Phil Murphy for today signing the Clean Stormwater and Flood Reduction Act into law.
Stormwater utilities fees can be a huge benefit to reducing stormwater issues and impact, particularly when partnered with smart development (i.e. incorporating stormwater reduction strategies in development as well as being more strategic about where development is permitted) and community-based efforts like rain gardens and barrels, reducing impervious surfaces, and adding green space with parks or bioswales and other green technologies.
The utilities fees also help to reduce the financial burden municipalities face for stormwater infrastructure maintenance and system expansion. It is also important to ensure that the fees are used for the purposes intended and not unfairly burdensome to the communities the fees are meant to improve. As localized flooding becomes more and more frequent, every opportunity to combat the problem should be taken; a stormwater utility fee is that kind of opportunity.
