1. MIDDLETOWN TOWNSHIP COMMITTEE INTRODUCES 2000 BUDGET  

The Middletown Township Committee on February 10 introduced the 2000 budget, which reflects a 2.02 cent tax increase over the 1999 rate.  As introduced, the $47,682,724 spending plan represents a modest increase of 2.29 percent over the 1999 adopted budget, which totaled $46,616,160., according to Mayor Rosemarie D. Peters.

However, the municipal tax rate increase will drop to 1.9 cents per $100 of assessed valuation when the township receives a Business Person Property Tax Depreciation Adjustment of $172,696 for the State later this year. The adjustment is due to a reassessment of Bell Atlantic properties.

Meanwhile, the Township Committee will continue to review the 2000 budget for additional cuts that would reduce the 1.9 cent tax increase without affecting municipal services. As introduced, the 2000 budget is below the state cap on budget increases and maintains staffing, programs, and services at the same level.  Despite rising costs, driven partially by contractual personnel salary increases, normal operating expenses have remained stable for several years.

The budget "represents the collaborative efforts of Township Committee members to devise a spending plan that permits the continuation of high quality municipal services for residents and the maintenance of a stable tax rate," Mayor Peters said. 

Under this year's introduced budget, the municipal portion of the tax rate would increase by 1.9 cents to 60 cents per $100 of assessed valuation from 58.10 cents per $100 of assessed valuation in 1999. The increase equates to a $28.50 increase for a homeowner whose house is assessed at $150,000. A penny on the tax rate raises $470,172 in revenue.

The Township, by introducing the spending plan at this time, will qualify for funding under the State Extraordinary Aid Program. The Township will request funding under the Extraordinary Aid Program in an effort to reduce the tax levy.

There are several principal issues that have impacted the 2000 budget. The Length of Service Award Program, or LOSAP, was overwhelmingly approved by voters in a referendum last November. To establish the modest pension program for the township's well-deserving volunteers, $300,000 was allocated in the 2000 budget. 

The tax collection rate has risen to 98.2 percent from 97.9 percent last year.  A high tax collection rate has a positive effect on the budget and goes a long way toward keeping taxes down. Revenues have increased by approximately $300,000. A substantial portion of the increase can be attributed to the tax collector's success in collecting long-due taxes from bankrupt properties.  

Historically, the municipal tax rate is about 20 percent of the tax bill homeowners receive. Another 20 percent is the county's portion of the bill. The final 60 percent goes to school taxes.

2. PLANS FOR 150-FOOT CELL TOWER ON RUMSON BORO PROPERTY

Tonight the Borough Council will vote to adopt a change in the borough's zoning ordinance which will allow the construction of a 150-ft. cell tower on Borough property.  There has been no opposition to the ordinance change since it was introduced last month. The Planning Board on February 7 gave its support to a proposed change in the local zoning ordinance which would allow the construction of a 150-foot cell tower in the Public Facilities and Open Space Zone. 

The change would increase the permitted height 25 feet to total 150 feet which would accommodate a proposed cell tower. Noting that there is nothing to legally stop the placement of a cell tower in the borough, Mayor Charles S. Callman said the measure would help control the design and placement by requiring it to be built on land owned or leased by the borough. 

Crown Atlantic, an affiliate of Crown Castle International of Cannonsburg, PA which plans to build the tower will have to present their plans to the Planning Board for project site review.  The tower will serve many companies, including Bell Atlantic Mobile as the lead company, and it will resemble a spruce or pine tree.  The proposed site is next to the Department of Public Works garages.  Callman said the borough would receive $60,000 to $80,000 a year for the tower's use. The same type tower can be seen at exit 134 on the Garden State Parkway. Crown Atlantic is partially owned by Bell Atantic.

3. RED BANK TAXI CABS TO SEE INCREASED FEES/INSPECTIONS

Taxicabs drivers and owners in Red Bank will see an increase in license and inspection fees under an  ordinance introduced recently by the borough council.  Taxicabs owners will face an increase in fees from $100 to $150. The cabdriver's license fee will increase from $25 to $30.  In addition, taxicabs will be inspected four times a year instead of the current annual schedule. There have been complaints from passengers about the cleanliness of some cabs.  Mayor Edward J. McKenna said, "It's imperative that we stay on top of cab drivers to maintain a good fleet." Council members noted also that it has been almost 10 years since the last increase in fees. 

A public hearing on the ordinance is scheduled for February 22 at 5:30 p.m. at the Red Bank Municipal Complex, 90 Monmouth Street.

4. PASTORS CORNER -  "IN HONOR OF GODLY PRESIDENTS"

There is an abundance of literature on the Presidents whom we celebrate this month. For example, there is a lot of literature debating why President Abraham Lincoln never became a member of the churches that he attended, especially while he was in Washington. The majority on both sides agree that the answer was known only to President Lincoln.

Having said that, one also has to present the fact that analyzing the writings of President Lincoln, one concludes that few people were so acquainted with the Bible and even fewer had such a dexterity in including biblical truths in public addresses. He fits very well the quote that is attributed to the contemporary evangelist Greg Laurie that "one should not only mark his Bible, but the Bible should mark a person’s life."

My prayer is that whoever becomes the President of the United States in this election will be not only knowledgeable of the Scripture, but will allow the Scripture to provide wisdom and guidance in the decisions that he will make. In that way, it will be said about us again, "Blessed is the nation, whose God is the Lord" - Psalm 33:12.

5.  JAY COSGROVE'S NO BULL FISHING REPORT

Mike Werdanne & Bobby Cassone from Highlands, just got back from a successful tuna trip down in North Carolina. They were part of a group that chartered a Carolina Built 47' down in Cape Hatteras. They boated 14 blue Fin tunas in 2 days of fishing. Actually they released 12 and only kept one per boat per day. Mike came back physically exhausted but mentally cleansed. There is nothing like reeling in big tuna up to 250lbs! . The charter boat used a combination chunk and troll method, believe it or not. The sea conditions were rough, 8 to 10 foot swells out in the gulf stream. It sounds like they had an outstanding time of it and the photos he brought back are proof! My scanner is out but I will soon post them. Sorry Mike. Also check out our list of tournaments for 2000. There will be more to come.

    Description of Schedule - Set Sunday double-headers - Option to play open teams in Tues/Thurs evening games. Wood Bat Tournaments - Mem. w/e, 4th July, and 8/10 - 8/14 All-Star Showcase - Date TBA. Held at a pro-stadium. Scouts invited. Approximate Games - 26 minimum Conference Championship Game - 8/6/00 Team trophy issued to 1st + 2nd place teams. Operation Sail 2000 is coming!

Vessels from over 60 nations will participate in an eight-city tour of the United States beginning in San Juan, Puerto Rico and continuing to Miami, Florida; Norfolk, Virginia; Baltimore, Maryland; Philadelphia, Pennsylvania; New York, New York; New London, Connecticut; and Portland, Maine. Tens of millions of spectators will visit OpSail Ports and attend OpSail Events May 25 through July 31, 2000. OpSail 2000 is the event that celebrates America's maritime history and will create lasting memories for future generations.
